Do you think this stretches the federal government too thin?

Cyber crimes create a unique problem because of jurisdictional issues that are created. 
The federal government is normally responsible for addressing the issue depending on the circumstances.
Do you think this stretches the federal government too thin? Do you think state or local jurisdictions could help alleviate some of these problems?
