You’re writing a proposal to institute the practice of telecommuting at work. You work for a non-profit community organization of 40 full-time employees, most of whom do most of their work at computers. The problem is that some workers want to telecommute, but management has not been receptive to the idea when approached informally, especially because some employees (about 5-8) staff the phones. Management is concerned about 1) maintaining the phones from 9-5, Monday through Friday, and 2) maintaining and tracking employee productivity if people are not physically in the office.
