You are a member of the people practice team within OcMara Industries. You have been asked to help the team understand labour market trends and the impact the changing labour market has on resourcing decisions.  OcMara is a global organisation based in Japan that produces 2 billion barrels of crude oil per year. The main organisation headquarters are situated in Tokyo, and the company has 15 other offices located in countries such as India, Saudi Arabia, USA, China, Germany and the UK.

 

To become more competitive in the global energy sector, OcMara is moving into more sustainable energy sources. The organisation is looking to develop more environmentally friendly production processes, and therefore needs to reconsider its resource and talent planning needs.

 

The main objective of sustainability is to reduce environmental impact in ways that are sustainable for the earth and for the person.

 

The oil and gas industry is making progress on becoming more sustainable, through the use of new technologies that will cut costs and ultimate bring down their carbon footprint.

 

OcMara currently have two main people practice objectives:

 

·       The first is to recruit staff who have the capabilities and skills to help OcMara move into these new areas of business.

·       The second is to retain existing staff who are being poached by competitors.

The poster presentation must include the following:

The manager of the people practice team is looking to learn more about the labour market. They have asked you to prepare a poster presentation for the forthcoming monthly team briefing. Your manager wants you to research the labour market trends, focussing on the best practices of an organisation named “SAP” who won the Employer Brand Management Awards in 2019 in five different categories.

The poster presentation must include:

 

·       AC 1.1 – Explain how organisations strategically position themselves in a competitive labour market. An explanation of how SAP strategically position themselves in a competitive place. Focus on the characteristics of employer and choice, employer branding and organisational image, and how these can be applied to OcMara.

 

For 1.1 you need to explain the steps that OcMara need to take to position themselves and look at the people management tasks that could be included. These could be talent management, employee development, recruitment and selection within OcMara. This part of the submission needs to show your understanding on how an organisation positions themselves in terms of retaining talent. It’s important to include examples from the SAP organisation and then link them to the organisation OcMara.

This can be done as a benchmark. Some of the areas that could be touched upon are: employer of choice; some of the benefits of becoming an employer of choice; employer branding; and the building of an EVP (Employee Value Proposition). You could use definitions to help you and also you could link in the Higgs model of the employer of choice. In summary, two examples will be needed to complete this task.

When looking at this more closely, you need to start by explaining the different labour market conditions. You could touch upon a rise maybe in IT roles, or maybe a decrease in manufacturing roles. These would be classed as external pressures on the labour markets, and would impact OcMara in terms of recruitment.

You also need to be thinking about whether the labour market is tight or loose and at all times keep focused on the energy sector mentioned in the case study.

In summary, you need to be including the following: explore two different examples of the changing labour market trends; explain what tight and loose labour markets are.

And also explain the ways OcMara will be dealing with external pressures on the business in line with the following: one example of a recruitment strategy which will link with how the organisation can keep their top talent; one example of a recruitment method, the way the organisation can provide possibly meaningful recruitment practices; and one example of how to deal with skill shortages, possibly exploring the decline in skills needed for future and current roles.

 

·       AC 1.3 – discuss the role of the government, employers and trade unions in ensuring future skills needs are met (AC 1.3). It’s important that you’re focusing this answer on the UK energy sector.

When looking at this in more detail, you need to include a short discussion and look at the role of the government employees and trade union in ensuring future skills needs are met within OcMara. It’s important to include a short discussion on each of those areas. Discussions could include government funding for more apprenticeships, development of employer led professional standards linking with management training, or the contribution of union learning with areas linking such as health and safety. This could be linked to the conversations you had about 1.2 in terms of skill shortages. You need to be thinking about types of training, education or incentives that could be used within the workforce at OcMara.

This could also link him with Taylor’s Five Rights. Specifically, you need to provide one example of how employees develop future skills, one example of how trade unions develop future skills, and finally, one example of how governments develop future skills.
